Key lock on clock?

Can anyone tell me what the purpose of the key lock on the clock? Also, my clock keeps flashing, with the key in the ignition on the "on" position.

Primarily would like to know about the "clock lock". I find no mention of it in the owners manual.

When you put the key in, and hold it while turning it, you can pull out the radio. You can adjust the clock by turning the little knob left hr and right min IIRC.
