taillight indicator on - key off

Hello all. As in the thread subject.
1986 Sei. The taillight indicator on the dash is on regardless of key position.
I've read through every thread that I thought might have some insight. Either I've missed something or it's not here.
I've disconnected every harness connector and the light does not go off until I've disconnected the wiring to the dash cluster. The only thing I didn't disconnect was the ignition switch.
Has anyone ran into this problem? I'm thinking power is feeding through to the light, even with the ignition off. I have some bulbs that are burned out and will replace them soon, but that shouldn't cause the indicator light to be on when the key is off.
