Bob, I think I have the first horn you were talking about. It sounds like a football fan horn but it does get the attention of those fokes that seem to have so much to do they don't have time to watch where they are going. It has made more than one person jump back in their lane.

you must have hooked it up wrong. I had one on my last bike and it was LOUD. I found mine made a loud wheezing sound, but once I reversed the polarity and ran the positive directly to the battery, it was loud as crap!
