i was having the same problems with stock horns, but only had this problem while sitting on a red light for a long time, or driving really slow, i know it was not because of the engine not charging as i could revup and hit the horn and woulnd not work. i noticed it was due to the heat as they would start working from little to normal once driving above 30 km/h and fresh air was hitng on them

i replaced my stock horns to air horns and problem solved :p

about fixing this problem. i dont know if lubricating them may help. but if not, changing them to a place where the engine heat is not that close may help. like above the radiator.
